What we do in Clearwater
Clearwater work splits two ways. One is putting storm-damaged rooms back together after 2024. The other is ordinary upkeep in a city where about four in ten homes are rented: flooring and paint between tenants, and kitchen and bath updates that hold up to turnover. We are veteran-owned and SBA-certified SDVOSB. Small repairs go through our handyman services. We do not take plumbing-only jobs, ceiling fan installs, or furniture assembly.
Storm repair: the 12-month count
Clearwater treats repair or improvement costing 50% or more of the structure’s pre-damage market value as substantial, which triggers current flood rules, including elevation. For homes below base flood elevation, the city’s storm recovery guidance counts all work in the past 12 months toward that total, and permit applications need a letter from the Property Appraiser stating the allowable amount. Splitting a job to stay under the line is not allowed. We ask what has been done in the last year before we scope.

Rentals, condos and landlords
If you own a Clearwater rental, tell us the move-in date and whether the unit is occupied. Condo work usually needs association approval, insurance certificates, and rules on hours, elevators, and sound underlayment under hard flooring. We schedule around all of it and keep the scope tight so the unit is back on the market fast.
How scoping works
- Tell us the property type: house, condo, or rental unit.
- Note any storm repairs or permits in the past 12 months.
- List the rooms in scope and the date it needs to be done.
- Send the Clearwater address — we confirm whether it is inside city limits.
Start with the outcome: tell us what the property needs to be when the work is done — dry, rentable, sellable, or simply updated.
Clearwater: common questions
Does iFIXED work in Clearwater, FL?
Yes. Clearwater is worked by our staffed Tampa Bay team for flooring, painting, storm repair, and kitchen and bath updates.
Do I need a permit for flooring or painting in Clearwater?
Under the City of Clearwater’s general guidelines, painting, wallpaper, tile or carpet flooring, and replacing kitchen or bath cabinets usually do not need a permit. Structural, electrical, plumbing, and mechanical work does, and after a storm so do drywall, window, and door repairs. We confirm what applies to your job.
What is Clearwater’s 50% rule?
Work costing 50% or more of the structure’s pre-damage market value is a substantial improvement and must meet current flood rules. For homes below base flood elevation, the city counts all work done in the past 12 months toward that total.
Is my Clearwater address inside the city?
Not always. The city says to check the Current Tax District on the Pinellas County Property Appraiser’s site. Unincorporated parcels permit through Pinellas County instead. We check it during intake.
Do you handle rental turnovers?
Yes. Tell us the move-in date and we will scope flooring, paint, and punch-list items to hit it.
Do you take handyman jobs?
Yes. Small repairs, punch lists, drywall patches, doors, trim, and small carpentry go through our handyman services. We do not take plumbing-only jobs, ceiling fan installs, or furniture assembly.
Local conditions
Building in Clearwater: what changes here
Who issues the permit. Inside the city, permits come from Clearwater Planning and Development on State Road 580, through its Accela online permitting system. The city’s permit checklist says to check the Current Tax District on the Property Appraiser’s record to confirm a parcel is in the city. Unincorporated parcels go to Pinellas County Building and Development Review Services.
Flood rules carry weight here. Clearwater improved to Class 5 in FEMA’s Community Rating System in October 2024, worth a 25% flood insurance discount citywide, and the city notes that unpermitted repairs put that rating at risk. Its storm recovery guidance counts the past 12 months of work toward the 50% threshold for homes below base flood elevation and recommends a 10% contingency.
A rental-heavy market. In recent Census estimates, about 59% of Clearwater homes are owner-occupied — so roughly four in ten are rentals. That makes durable, water-resistant flooring and washable paint the default specification for a lot of jobs here.
That points to flooring installation, painting, and restoration repair and rebuild. Clearwater is part of our staffed Tampa Bay service area. Send the property address so we can confirm scheduling.
Permitting, flood and housing details above are drawn from the issuing authority, FEMA’s National Flood Hazard Layer and Census American Community Survey estimates. Requirements are set per parcel by the authority having jurisdiction — confirm your address with them before relying on any of it.
