Silver Springs is not a typical site-built market, and pretending otherwise wastes everyone’s time. Across ZIP 34488 more than half of all housing units are mobile or manufactured homes and fewer than three in ten are single-family detached. That single fact changes almost every scope: attachment and anchoring, skirting, steps and landings, deck and carport connections, floor structure, and what can legitimately be permitted and altered all follow different rules than on a stick-built house.

Building in Silver Springs: what changes here

Check which Silver Springs you mean. There are three separate census places with similar names — Silver Springs, next to Ocala on the southwest and home to the state park; Silver Springs Shores, a much larger community about ten miles southeast of Ocala; and Silver Springs Shores East. They are different places in different locations. Send the street address rather than the community name and we will work from that.

Who issues the permit. All of them are unincorporated, so residential permits are issued by Marion County Building Safety in Ocala rather than any city building department.

There is a redevelopment overlay here, and it has design rules. Silver Springs sits inside a county Community Redevelopment Area, and parts of it carry architectural and site design standards under Division 5.9 of the Marion County Land Development Code. The CRA also runs reimbursement grants for building improvement, façade and security work — and those must be approved before any work begins. Work already started is ineligible. If your property is inside the CRA, that approval sequence has to come before the schedule, not after.

Septic rules changed, and additions are what trigger them. Silver Springs falls under the state’s Silver Springs Basin Management Action Plan, and since July 2023 new septic systems on lots of an acre or less inside those protection areas must be nitrogen-reducing rather than conventional. That rarely matters for a flooring or paint job. It matters a great deal if you are adding a bedroom, because bedroom count is what drives septic sizing.

Flood is riverine, and shallow. Marion County has no coastal exposure. Around Silver Springs the FEMA mapping includes Zone A and AE along the Silver River corridor running east to the Ocklawaha, plus areas of shallow flooding under a foot deep. Work inside a mapped flood zone triggers the county’s three-stage Elevation Certificate process, which needs a licensed surveyor and should be priced in from the start. Marion County participates in the Community Rating System at Class 7, worth a 15% flood insurance discount in those zones.

Wind design. Marion County ordinance sets a countywide minimum of 130 mph, amended April 2025 — the same figure that applies in Summerfield and Ocala.

Older housing than the county average. Median build year across ZIP 34488 is around 1986, with the 1980s and 1970s together making up half the stock. Combined with the manufactured-home share, the common job here is a home on its second or third round of finishes rather than a first update.
